EOS qualifies as generation 4 therefore gen 4 has the best music. it features a very interesting instrumental choice.

Gen 2 for best music
Pure nostalgia. Flawless compositions. Revamped in HG/SS. Best rival battle theme. Best town music. OLIVINE LIGHTHOUSE. You can't beat it.

Nostalgia. Route 228/225. Piano would soul and heart put into it unlike some others. Enough said.

Ruby/Sapphire/Emerald
Trumpets. Tightest compositions (such as Sailing, Surf, Petalburg Wood, Sootopolis, Littleroot, Route 101 etc.). Quite special sounding soundfonts too.

Gen 5 (B/W/B2/W2)
Huge variety of dynamic tracks. Complex, yet catchy compositions. Fantastic battle themes (Ghetsis, Iris, E4, Plasma). Unique pieces like Emotion, too! Undella Town. <3

Hoenn, 3rd gen is too awesome. The tropical sense of the tracks in RSE are just amazing.

Gen 5's my second fav. Good battles, good overworld variety. Lots of layers. Gen 4 seems to have the most heart tho so ha.

Gen 4. 'Nuff said.
Though I kinda have a fuzzy memory about DPPt's music (it's been years since I last completely listened to 'em), they still have a spot in my heart as a part of the first gen I "officially" played (when I knew what I was doing), and I try to keep its tunes close by. Gen 5 is second (as EternalSushi said), but nostalgia comes first. xD
Now, for that 25-word (or less) thing:
Awesome pianos and synths everywhere. Each theme perfectly captures a certain mood; calm, serious, you name it! And nostalgia plays a factor, too. (Crap, that's exactly 25 words; does that work? xD)

Gen 3. Hoenn is simply awesome. You gotta love the Magma/Aqua Boss Theme, and the routes and cities have great tracks. I'll never forget that stuff. Gen 5 has a close second; epic battle themes, very different city themes, and Route 10. Bam.
